Founder & Presiding Bishop
Soul Saving Station’s Founder
Bishop Billy Roberts

Founder and Pastor from 1941-1958

Rev. Billy Roberts, founder and the first
pastor of the Soul Saving Station, Christ Crusaders
of America, Inc., was an Evangelist from Seattle,
Washington, who God saved from a life of drugs and
crime. His fervent message of salvation and love for
the lost, led to the vision and establishment of the
Soul Saving Station. While preaching in a mission
in Harlem,God sent a revival, which led to many
being saved and filled with the Holy Spirit.
From this revival sprang forth a radio ministry,
tent meetings, prison ministries and the founding
of the Soul Saving Station.
Rev. Roberts’s motto was

“No creed but Christ, no law but love,
no book but the Bible”
Our Presiding Bishop and General Overseer
Bishop Robert I. Winley

Robert Isaac Winley, one of sixteen children of the
late Jesse and Maria Winley, was born in New York City
on October 22, 1943. On Palm Sunday in March 1972
at Soul Saving Station Headquarters, Pastor Winley,
his wife Mary, and his sister Gloria, accepted the Lord
as their personal Savior. This was the visible beginning
of his preparation in service for the Master’s use.

In 1975 he was ordained a deacon under Bishop Jesse H.
Winley. In 1977, after being challenged by the Lord to
work for Him, Robert Winley gave up his career with
the New York City Police Department for full-time duty
for Jesus Christ. It was at the Soul Saving Station
Headquarters that he did whatever his hands found to
do with all his heart. Pastor Robert Winley was
ordained a minister under the late Bishop Alvin L.
Tate in 1980. During his time at the Soul Saving
Station, Pastor Robert Winley demonstrated the
attributes of a servant of God by his willingness
to serve behind the scene without publicity or
recognition. He attended the Christian Training Center
and worked in all capacities of the church. He was also
the director of the Billy Roberts House of Hope. He
was a deacon, a minister, an associate minister, and
an assistant pastor. Bishop Robert Winley is a man
of integrity who loves the Lord, the things of the Lord
and the people of the Lord are very close to his heart.
He believes that winning the lost for Christ and
providing hope for the hopeless is one of God’s
mandates for the Soul Saving Station. Pastor Robert
Winley was unanimously appointed the fourth pastor
of the Headquarters church on November 16, 1993.
This appointment demonstrated the faithfulness of God.
Bishop Robert I. Winley is a product of the Soul Saving
Station and is as example of one who started at the bottom
and waited for God to bring him to the top. His willingness
To endure the process of preparation has resulted in him
being promoted to the highest position in the Soul Saving
Station-As Our presiding Bishop.
The Board of Presbyters selected Robert I. Winley as
Bishop and General Overseer on January 19, 2001. This
elevation caused him to follow in the footsteps of our
founder, Bishop Billy Roberts; His father, Bishop Jesse
H. Winley; Bishop Alvin L. Tate and Bishop Richard
S. Watkins. This servant of God is a living testimony of
what God will do for a man who will trust and obey
Him. “ Look What God Has Done!”
